Jeffrey Albert Harmon – Rowan County Detention Center

In May 2020, Officer Jeffrey Albert Harmon was involved in an incident leading to the death of inmate Justin Ciccone. A wrongful death lawsuit filed by Ciccone’s family alleges that Harmon, along with other staff members, used excessive force by striking and tasing Ciccone repeatedly, and continued to apply pressure on his neck and back after he was subdued and handcuffed, causing fatal injuries.
