As Chief of Police from 2008 to 2011, Jeffrey Gilbert was accused of multiple misconducts, including misuse of the Arizona Criminal Justice Information System (ACJIS) to run background checks on political opponents, tampering with public documents by altering leave request forms, and threatening officers who reported his actions.
