On October 16, 2016, Officer Jorge Hidalgo approached Carlos Gonzalez, who was experiencing a diabetic emergency while driving. Mistaking Gonzalez’s condition for intoxication, Hidalgo arrested him for DUI without seeking medical assistance. Gonzalez was later found to have a blood alcohol concentration of 0.00%. The City of Elizabeth settled the resulting lawsuit for $99,500 in April 2023.
