Written by Former Officer Joseph Michael Hand was involved in a fatal car accident on January 10, 2021, resulting in the death of 18-year-old Kenya Reed. Hand’s patrol vehicle collided with Reed’s car while traveling at 95 mph in a 30 mph zone. The Reed family filed a wrongful-death lawsuit against Hand and the city in July 2022. Hand was indicted for criminally negligent homicide, but the charge was dismissed due to the statute of limitations.
