In 1982, Sergeant Ken Cross led a roadblock targeting vehicles leaving Rink II, a skating rink hosting ‘soul night’ events. The roadblock disproportionately stopped cars with Black passengers, resulting in 11 citations—all issued to Black drivers. Witnesses reported officers using derogatory language during the stops. The incident led to a lawsuit alleging racial discrimination. An internal meeting concluded the roadblock was unjustified, but no disciplinary action was taken against Cross.
