Kenneth Owens – Smyrna Police Department

In March 2015, Lt. Kenneth Owens fatally shot Nicholas Thomas during an attempted arrest. Owens claimed Thomas drove a vehicle towards officers, posing a threat. A grand jury deemed the shooting justified, but Thomas’s family filed a federal civil rights lawsuit against Owens and the department.
