In November 2018, Officer Uemura arrested a 15-year-old boy, J.R., who had been involved in a school fight with Uemura’s son. Uemura allegedly filed a false police report and conducted the arrest as a personal vendetta. A federal civil rights lawsuit was filed against the city and HPD, alleging abuse of power and constitutional violations.
