Levy Kelly – Tuskegee Police Department

Former Officer Levy Kelly was accused of sexually assaulting Alexandria Quinn over a three-year period starting when she was 14. In 2012, after Quinn threatened to reveal the abuse, Kelly allegedly maced her during an arrest for minor in possession of alcohol, a charge that was later dropped. Quinn filed a federal civil lawsuit in 2014, which faced multiple delays and was rescheduled for December 2020. Kelly faced criminal charges including first-degree rape, first-degree assault, and enticing a child under 16, with his trial continued multiple times over six years. He was found liable in May 2020 on four charges in federal court. The Tuskegee Police Department hired Kelly twice despite a prior criminal record for impersonating a police officer in 2002. He was terminated after the Alabama Bureau of Investigation uncovered evidence of his misconduct in 2012. Important Community Guidelines

It is strictly against our rules to:

Why This Matters

By organizing this data, we can potentially demonstrate when officers were previously aware of laws they later claim ignorance of, challenging qualified immunity defenses and promoting accountability.
