Lieutenant Weber suspected Deputy Madrid’s failure to submit proper time-off slips was an attempt to steal time and requested an Internal Affairs Investigation. The investigation led to Madrid’s termination, which was later overturned by an arbitrator who found the charges unproven and the actions against Madrid to be discriminatory and capricious.
