In 2009, Lieutenant Williams was involved in the aftermath of the fatal shooting of Mr. Webb. Allegations included ordering deputies to return to their vehicles and failing to ensure immediate medical attention for Mr. Webb. A lawsuit filed by Mr. Webb’s family accused him of wrongful death and intentional infliction of emotional distress.
