Lucas Jones – Cedar Rapids Police Department

On November 1, 2016, Officer Lucas Jones shot and paralyzed Jerime Mitchell during a traffic stop. Jones claimed Mitchell attempted to drive away with Jones caught in the door, leading him to fire his weapon. A grand jury declined to indict Jones, but Mitchell filed a lawsuit against Jones and the City of Cedar Rapids. In April 2021, the city’s insurer agreed to an $8 million settlement with Mitchell. Jones was later fired in June 2020 for violating department policies, including dishonesty about turning off his recording equipment during a prior traffic stop.
