Lucas Vinyard and Alejandro Amaya – Fairfax County Police Department

In November 2017, U.S. Park Police Officers Lucas Vinyard and Alejandro Amaya fatally shot Bijan Ghaisar after a vehicle pursuit on the George Washington Memorial Parkway. The officers claimed they feared for their lives when Ghaisar’s vehicle moved toward them. A 2024 Inspector General report found that the officers acted in accordance with procedures, but noted a violation when one officer used his firearm to strike Ghaisar’s window. The Ghaisar family received a $5 million settlement and continues to dispute the findings.
