Major Kelley – Faulkner County Sheriff’s Office

The court determined that Kelley exhibited deliberate indifference to Hayes’ rights by failing to investigate grievances and ensure a prompt court appearance. Kelley was held liable in his individual capacity, and Faulkner County was held liable for the unconstitutional policies and customs adopted by Kelley and Sheriff Montgomery.
