Matthew Ware – Kay County Sheriff’s Office

On May 18, 2017, while serving as Lieutenant at the Kay County Detention Center, Ware ordered officers to move two Black pretrial detainees to a cell row housing white supremacist inmates, knowing the risk involved. He then instructed that the cells be unlocked simultaneously the next morning, leading to an attack on the detainees, causing injuries including a facial laceration requiring seven stitches. On January 31, 2018, as Acting Captain, Ware ordered a detainee to be restrained in a stretched-out position for 90 minutes in retaliation for criticism, resulting in physical injury. Ware was convicted of civil rights violations and sentenced to 46 months in federal prison.
