On June 29, 2017, Officer Michael Dinnsen was involved in the fatal shooting of Aaron Bailey, an unarmed Black motorist. After a traffic stop, Bailey fled in his vehicle and subsequently crashed. Dinnsen and another officer, Carlton Howard, approached the vehicle and fired shots, striking Bailey four times in the back. Bailey was unarmed. A special prosecutor declined to file criminal charges against Dinnsen. However, Indianapolis Metropolitan Police Chief Bryan Roach recommended Dinnsen’s termination, stating that the use of deadly force was not justified. The Civilian Police Merit Board was set to review the recommendation. Bailey’s family filed a civil lawsuit alleging excessive force.
