Michael Mangan – Lawrence Police Department

In March 2023, Captain Michael Mangan was accused of using excessive force during the booking of Sodiq Folarin Amusat, who was arrested following a noise complaint. Surveillance footage reportedly shows Mangan ‘clotheslining’ Amusat, causing his head to strike a metal door and the concrete floor. Amusat suffered physical injuries, including a knee injury, and filed a federal civil rights lawsuit against Mangan and the city. Mangan was placed on paid administrative leave pending investigation.
