Michael Torregrossa – Cape Coral Police Department

In March 2016, Captain Michael Torregrossa was involved in an incident where he used force against an intoxicated person in a parking lot in the downtown entertainment district. The incident was recorded and went viral online. An internal affairs investigation found that Torregrossa violated department policy for conduct unbecoming of a Cape Coral Police Officer, improper use of force, and failure to provide medical aid in a use-of-force incident. As a result, he received an 80-hour suspension and remedial training on use-of-force techniques and responsibilities in rendering first aid.

Why This Matters

By organizing this data, we can potentially demonstrate when officers were previously aware of laws they later claim ignorance of, challenging qualified immunity defenses and promoting accountability.
