Miguel Gutierrez – Douglas Police Department

In early 2019, Officer Miguel Gutierrez was investigated by the FBI for allegedly providing sensitive law enforcement information to drug trafficking organizations in Mexico. The investigation was corroborated by narcotics seizures and smuggling efforts linked to Gutierrez’s close associates. Additionally, Gutierrez was arrested in Agua Prieta, Sonora, for involvement in an aggravated assault. He was also found to have been untruthful during a city administrative interview regarding his relationship with a woman involved in illegal drug activity. Gutierrez resigned from the Douglas Police Department in May 2020 and voluntarily relinquished his peace officer certification in April 2022.

Why This Matters

By organizing this data, we can potentially demonstrate when officers were previously aware of laws they later claim ignorance of, challenging qualified immunity defenses and promoting accountability.
