Morgan McKinley – Webster County Sheriff’s Office

Jailer Morgan McKinley was on notice about the ongoing abuse of female inmates by Deputy Arthur Dale Collins in 2020 but allowed it to continue. Despite multiple complaints from prisoners, McKinley failed to intervene or prevent the abuse. In September 2021, two women filed a federal civil rights lawsuit alleging serious sexual abuse by Collins and other deputies, including McKinley.
