Nathan Willhoite – Kennebec County Sheriff’s Office

In August 2019, while employed as a corrections officer, Willhoite used pepper spray on inmate Jonathan Afanador without provocation and assaulted him by slamming his chest against a table and pinning his arm behind him. Afanador filed a federal lawsuit alleging excessive force, which was settled in 2021 for $30,000. Willhoite resigned from his position without facing disciplinary action.
