In 2018, Officer Pew was involved in the arrest of Cole Spencer in Mesa. Pew kneeled on Spencer’s back for three minutes while Spencer was handcuffed and lying face down, despite Spencer’s complaints that he could not breathe. The U.S. 9th Circuit Court of Appeals ruled that Pew is not entitled to qualified immunity, allowing a civil trial to proceed. Pew has been cleared in five separate claims of excessive force since 2013 and was disciplined for excessive force in 2022.
