In May 2003, a civil rights lawsuit was filed against Corrections Officer Arthur Kapetanakis, alleging that he beat inmate Eddie Lee Archie with a blackjack while using racial slurs. The lawsuit claimed that the Sussex County Prosecutor’s Office failed to pursue criminal charges against Kapetanakis, instead offering a plea deal that allowed him to keep his pension and avoid criminal charges. The plaintiff’s attorney requested the State Division of Criminal Justice to investigate the prosecutor’s handling of the matter.
