In August 2022, Officer Davis picked up a hitchhiker, Lloyd Allen Beard, and dropped him off near a family’s home around 2:00 am. Beard subsequently broke into the home and attempted to assault a 12-year-old girl. Officer Davis failed to cite Beard for hitchhiking, a procedural violation. The family filed a complaint alleging neglect of duty leading to injury and harassment.
