Officer Elkins – Calhoun Community College Police Department

Serving as a supervisor during the 2021 arrest of Mr. Reynolds, Officer Elkins was present when Officer Woodall deployed his taser twice on Reynolds. The lawsuit claimed that Elkins failed to intervene to prevent the use of excessive force by his subordinate. The court determined that Elkins did not have the ability to prevent Woodall’s use of excessive force during the rapidly evolving situation, and therefore, he was entitled to qualified immunity on the supervisory liability claim.
