In February 2020, Officer Justin Shively directed his K-9, Ryker, to apprehend Todd Kelly at a Bloomington hotel. Kelly, unarmed and compliant, was knocked to the ground and bitten by the K-9, resulting in nerve damage to his right hand and arm. Kelly filed a federal lawsuit alleging excessive force against Shively and two other officers. The city defended the officers’ actions, stating they acted appropriately during the arrest.
