Officer Kinsinger – Harrisburg Bureau of Police

On December 14, 2019, Officer Kinsinger assisted in detaining Terelle Thomas during a traffic stop initiated by Officer Foose. Despite being informed of the suspicion that Thomas had ingested a significant quantity of cocaine, Officer Kinsinger did not ensure that Thomas received immediate medical attention. Thomas was transported to the Dauphin County Booking Center, where he later suffered cardiac arrest and died on December 17, 2019. A lawsuit was filed alleging deliberate indifference to Thomas’s serious medical needs, resulting in his death.
