Officer M. Callahan-English – Willcox Police Department

In 2019, Officer Callahan-English participated in the restraint of Luke Hyde, applying a head restraint after Hyde was handcuffed and shackled. Hyde later died from injuries related to the incident. A lawsuit was filed alleging excessive force, and the Ninth Circuit Court determined that Callahan-English’s use of force was unreasonable and violated clearly established constitutional rights.
