Officer Picard – South Kingstown Police Department

In 1992, Officer Picard was involved in a high-speed pursuit that resulted in a fatal accident. During the pursuit, Officer Picard fired his service revolver at the fleeing vehicle after it had passed a roadblock. The chase continued at speeds up to 100 mph, ending when the pursued vehicle crashed, causing the death of the driver and serious injury to the passenger. A lawsuit was filed alleging that Officer Picard’s actions violated the Fourth and Fourteenth Amendments. The court reviewed the case and considered the allegations of constitutional violations and negligence.
