Officer Stephanie Phillips – South Bend Police Department

Officer Phillips filed a Charge of Discrimination with the EEOC on October 23, 2014. Following this, she experienced a significant increase in investigations and disciplinary actions: from three investigations in 14 years to 12 investigations in 16 months. Phillips alleged that she was disciplined for actions previously unchallenged and that other officers engaged in similar conduct without discipline. She received a five-day suspension for allegedly defaming a police officer candidate, even though the conduct occurred before her EEOC charge. Several investigations into her conduct lasted well beyond the 60-day limit specified in the police officers’ collective bargaining agreement.
