Officer Tinker – Hooper Bay Police Department

In 2010, Officer Tinker was involved in the detention of Louis, who later committed suicide in his cell. Tinker, along with other officers, failed to remove a drawstring from Louis’s pants, which was used in the suicide. The incident resulted in a lawsuit against the City of Hooper Bay for negligence.
