In 2011, Officer Paul Tracey was placed on paid administrative leave pending an internal affairs investigation into allegations of misconduct, including claims that he threatened eviction and deportation under color of police authority. The investigation concluded with a 15-day suspension. However, an arbitrator later found that the city did not have just cause for the suspension, converting it to a written reprimand and ordering compensation for lost overtime and detail opportunities. The city appealed, but the judgment was affirmed in 2015.
