Philip Case – New York City Police Department (NYPD)

NYPD Officer arrested in Sept. 2019 for menacing during an off-duty road rage incident in Queens, where he allegedly pulled a gun on two people and threatened to “shoot and murder” them. An NYPD internal review found him guilty of displaying his firearm and of menacing, harassment, and unauthorized off-duty work; he was docked vacation days and put on dismissal probation for one year. In criminal court, Case pleaded guilty to disorderly conduct (a non-criminal violation), resulting in his case being sealed. He kept his job and returned to full duty at the 79th Precinct with his service weapon; the victims of the incident have filed a civil lawsuit against him, which is ongoing.

Why This Matters

By organizing this data, we can potentially demonstrate when officers were previously aware of laws they later claim ignorance of, challenging qualified immunity defenses and promoting accountability.
