In 2017, Lieutenant Calvin M. Anderson filed a lawsuit against Chief Phyllis Bindi, alleging retaliation for refusing to implement an illegal quota system for arrests and citations. Anderson claimed Bindi told him he was being skipped over for a captain’s promotion, which was later granted after he complained to a City Council member.
