Ralph Dowe – Columbus Police Department

Lieutenant Ralph Dowe, along with Lt. Tony Litle, filed a federal lawsuit in 2022 alleging racial discrimination by former Police Chief Freddie Blackmon. They claimed they were passed over for promotions in favor of less experienced Black officers. The city settled the lawsuit for $600,000, with Dowe receiving a portion of the settlement.
