Raul Ramos – Chaves County Sheriff’s Office

In June 2021, Deputy Ramos, along with Deputy Ricardo Delgado, responded to a 911 call alleging a domestic altercation. Upon arrival, without confirming if Oscar Najera was armed, they yelled commands and, within seconds, shot him multiple times, resulting in his death. Najera was unarmed and had several gunshot wounds in his back. The ACLU filed a lawsuit against the Chaves County Sheriff’s Office and the New Mexico Law Enforcement Academy Board, highlighting systemic issues and lack of proper training leading to Najera’s death.
