Richard Duggan – Orange Beach Police Department

In April 1997, Officer Richard Duggan was accused of taking a $100 bill from a DUI suspect’s purse during an off-duty incident. Witnesses reported seeing Duggan remove the money and later attempt to return it. Following an internal investigation, Duggan was terminated from the department. He appealed the termination, alleging procedural due process violations, but the termination was upheld by the Orange Beach Personnel Board and subsequent court rulings.
