As the Jail Administrator in February 2012, Rick Emerson instructed officers to use tasers to gain compliance from inmates and posted signs throughout the jail warning inmates of potential tasing for non-compliance. Emerson had not provided training on taser use to his staff. This policy led to the tasing of inmate Dwain Smith, resulting in allegations of failure to train and supervise.
