In October 2010, Robert Koistinen, a sergeant with the Windsor Locks Police Department, was involved in an incident where his son, Michael Koistinen, also a police officer, struck and killed 15-year-old Henry Dang while driving off-duty and under the influence. Robert Koistinen was accused of hindering the investigation by removing his son from the scene before a breathalyzer test could be administered. He was fired in January 2012 and charged with hindering prosecution. In October 2012, he was acquitted of the charges. The State Board of Mediation and Arbitration later ruled that his termination was unjust, ordering his reinstatement with back pay. In March 2015, Windsor Locks residents approved a $460,000 settlement, which included back pay and compensation, leading to his resignation from the department.
