In May 2009, Officer Ryan Flanagan detained Maria Davila-Marquez, a 30-year-old Hispanic woman, mistaking her for a teenage suspect. Despite discrepancies in age and clothing, Flanagan proceeded with the detention. Davila-Marquez alleged that her arms were forced behind her back and her face was pressed onto the hot hood of a police car, resulting in second-degree burns. She was charged with hindering a police investigation, but the charge was later dismissed due to lack of evidence. In June 2013, the city of Pasco reached a $100,000 settlement with Davila-Marquez over the incident.
