Ryan Flanagan – Pasco Police Department

In February 2015, Officer Ryan Flanagan was involved in the fatal shooting of Antonio Zambrano-Montes, a 35-year-old orchard worker. Zambrano-Montes was reportedly throwing rocks at officers when Flanagan and two other officers fired 17 times, resulting in his death. The incident was captured on cellphone video, leading to public outcry and protests. A $25 million federal lawsuit was filed against the city of Pasco, alleging excessive force. Flanagan resigned from the department following the incident.
