Samuel Waters – Wilmington Police Department

In September 2021, Officer Samuel Waters was involved in two separate incidents of excessive force. In the first, he pressed his nightstick against the back of a man’s neck during an arrest, despite the suspect being compliant. Nine days later, Waters confronted Dwayne Brown in a convenience store, where he slammed Brown’s head into a plexiglass panel twice without provocation. Waters was indicted on multiple charges, including assault, official misconduct, perjury, and tampering with public records. He was fired from the department in January 2022 and later sentenced to probation.
