Scott Spillman – Carmel Police Department

In June 2014, Officer Scott Spillman pulled over Jason Maraman and cited him for driving 30 mph in a 20 mph zone. Maraman later filed a federal lawsuit accusing Spillman of giving false testimony, alleging that Spillman stated the speed limit was 20 mph when it was actually 40 mph. Maraman also claimed that Spillman targeted his vehicle for having an out-of-county license plate and attempted to speak with a judge during a recess in one of the hearings. The lawsuit is ongoing.
