Sean Aines – Waukegan Police Department

In February 2022, Detective Aines interrogated a 15-year-old boy regarding a shooting at a Dollar General store. Aines used leading questions and suggested leniency if the boy confessed, leading to a false confession. The boy was later exonerated when evidence confirmed his alibi. Despite violating Illinois law prohibiting deceptive tactics during juvenile interrogations, Aines faced no disciplinary action. The City of Waukegan settled the family’s lawsuit for $200,000.

Why This Matters

By organizing this data, we can potentially demonstrate when officers were previously aware of laws they later claim ignorance of, challenging qualified immunity defenses and promoting accountability.
