Sergeant Kendall, who was in charge of the Kailua Police Station during the 2015 incident involving J.R., was accused of condoning Corporal Uemura’s conduct. The lawsuit alleged that Kendall failed to address the conflict of interest and procedural violations. Following an administrative investigation, disciplinary action was taken against Kendall. He retired in the summer of 2015 with 27 years of service, his last assignment being in District 4.
