The investigation revealed that deputies engaged in retaliatory actions against McDaniel, including throwing dirty mop water into his cell, playing aggravating music, displaying provocative images, and kicking his food onto the floor. Shires was identified as having mishandled McDaniel’s complaints, with at least 30 official notices from McDaniel being inappropriately handled or missing from files. His retirement occurred before the completion of the investigation.
