Sgt. Carl Reilley – Duchesne County Sheriff’s Office

In April 2017, Sgt. Carl Reilley detained a 13-year-old autistic boy near the local library. The boy, who was taking his pet hamster for a walk, was tackled to the ground and handcuffed after allegedly running from Reilley. The incident resulted in bruising and emotional distress for the boy. An internal review found Reilley’s use of force reasonable but issued a verbal warning for mistakenly turning off his body camera during the encounter. The boy’s mother filed a federal lawsuit alleging excessive force and unreasonable search and seizure. The Sheriff’s Office scheduled additional training on recognizing signs of autism and other cognitive or developmental disorders following the incident.
