Sgt. William Frank – Chester Police Department

On May 10, 2019, Sgt. William Frank conducted a traffic stop on Obadiah Jacobs, a Black man, based on a ‘wanted driver’ alert from a nearby town. During the stop, Sgt. Frank drew his firearm and searched Jacobs and his vehicle, finding no weapon or evidence of illegal activity. The Vermont Human Rights Commission found reasonable grounds that Sgt. Frank’s actions were motivated by racial bias. The town of Chester settled the case by paying Jacobs $50,000 and issuing a public apology. Sgt. Frank remains employed with the Chester Police Department.
