Sergeant Tabitha Willis, a supervisor at the Webster County Jail, actively participated in the abuse of female inmates alongside Deputy Arthur Dale Collins in 2020. The misconduct included sexual coercion, exploitation, and physical assault. Despite multiple complaints from inmates, Willis failed to intervene and instead enabled the ongoing abuse. In September 2021, two women filed a federal civil rights lawsuit alleging serious sexual abuse by Collins and other deputies, including Willis.
