Detention Officer Teresa Williams was implicated in a lawsuit by inmate Robert Efaw, who alleged that in August 1995, Williams, along with Officer Jack Kerr, participated in multiple beatings and improperly restrained Efaw in the Navajo County jail. Williams admitted that Kerr punched Efaw and that they used a ‘four-point’ restraint with arms splayed above his head, deviating from standard procedure. A jury awarded Efaw $100,000 in damages. The case is documented in EFAW v. Gary H. Butler, Navajo County Sheriff; et al., 2007.
