Officer Terrance Thompson was involved in multiple incidents of excessive force. In 1993, while attempting to handcuff a mentally unstable woman, he used more physical force than necessary, resulting in the woman’s arm being broken. This incident led to a federal civil rights lawsuit, which the city settled for $350,000. Thompson was discharged from the department following this incident. Previously, in 1992, Thompson was found liable in another federal civil rights case for using excessive force, resulting in a $100,000 judgment against the city. The jury awarded the victim punitive damages against Thompson in the amount of $300,000.
